Engineering culture is a leadership responsibility, not an HR one

The quality of an engineering culture, how decisions get made, how disagreement is handled, how failure is treated, how people are developed, is set by the people at the top. When an engineering organization has cultural problems, the root cause is almost always leadership. Either the right behaviors are not being modeled, the wrong behaviors are being tolerated, or the structure is creating incentives that work against the culture leadership says it wants. Fixing culture starts with an honest assessment of what is actually happening, not what the org chart or the values document says.
